The Department of Political Affairs and Student Services is a unit under the University, functioning as an advisory body to the Rector in implementing political and ideological education for learners; managing learners across all undergraduate training levels; managing alumni affairs; managing learner data; and coordinating the University’s community engagement and outreach activities.

Functions and Tasks

  1. Policy Implementation: Translate the guidelines of the Party, policies and laws of the State, the education sector, and local authorities related to learners into the University’s internal regulations, guidelines, and management documents, and organize their implementation. Develop, execute, and report on learner-related work programs and plans as required.

  2. Political, Ideological, Legal, and Ethical Education a) Implement directives from the Government, plans from the Ministry of Education and Training (MOET) and relevant ministries, and the Provincial People’s Committee regarding the education of revolutionary ideals, law, morality, lifestyle, conduct, and dedication, in coordination with the Youth Union and Student Association. b) Develop and organize activities for political and ideological education during major national, local, and institutional holidays; create a favorable environment for learners to strive to become members of the Communist Party of Vietnam. c) Monitor and grasp the ideological state of learners; handle information regarding learners on social media; act as the focal point for responding to matters concerning learners’ rights and obligations. d) Plan and organize cultural, arts, and sports activities for learners. e) Perform statistical and reporting tasks related to the military service of male students; implement annual reserve officer training plans according to MOET quotas. f) Manage and organize activities at the Traditional Room (University Museum) to educate staff and students on political, ideological, and historical traditions.

  3. Learner Management a) Administrative Work: Organize admissions and learner records; establish administrative classes and appoint class monitors; issue and manage student ID cards; organize “Citizen-Student” orientation weeks; coordinate graduation ceremonies; organize dialogues between the Rector and students; handle administrative procedures and maintain student databases. b) Rewards and Discipline: Monitor and evaluate learning attitude and conduct results; classify learners at the end of each semester/year; organize emulation movements and reward outstanding students; monitor and handle student disciplinary cases. c) Residential Management: Manage on-campus dormitories and off-campus student housing; organize cultural and sports activities in dormitories. d) Security and Order: Coordinate with local police to ensure campus security; monitor student behavior to prevent involvement in anti-Party/State activities, social evils, or illegal religious practices. e) Policies and Benefits: Implement policies such as tuition waivers/reductions, scholarships, social subsidies, and financial support for students in difficult circumstances; develop scholarship funds. f) Healthcare: Provide first aid and primary healthcare; organize health check-ups; manage student health records; promote health insurance and disease prevention.

  4. Learner Support and Corporate Relations

    • Provide academic counseling to help learners achieve their goals.

    • Advise the Rector on establishing partnerships with businesses.

    • Introduce job opportunities and provide career orientation.

    • Offer psychological and social counseling; support students with physical/mental challenges.

    • Provide assistance to students with disabilities and those from disadvantaged backgrounds.

  5. Alumni Affairs a) Coordinate with the Alumni Liaison Board to develop periodic alumni activity plans. b) Expand the alumni network and guide the organization of unit-level alumni branches. c) Build an alumni database and ensure communication between alumni and the University. d) Organize activities to leverage the role of alumni in the University’s development.

  6. Community Service a) Develop plans for the University’s community engagement activities. b) Monitor and supervise community service activities conducted by various units and unions within the University. c) Compile and report annually on the results of the University’s community service activities.
