Department of Planning and Finance
January 27, 2014, marked a historic milestone in the construction and development of the University, as the Prime Minister signed Decision No. 205/QĐ-TTg to establish Nghe An University of Economics on the basis of upgrading the Nghe An College of Economics and Technology. The Department of Finance and Accounting is a unit under Nghe An University of Economics. The formation and development of the Department of Finance and Accounting are intertwined with the 60-year history of the University’s establishment and growth. Over the years, as staff members reached retirement age according to State regulations, the Department’s personnel has been replaced and supplemented to meet political tasks, ensuring that Finance and Accounting operations continue consistently and develop increasingly. The achievements attained over 60 years of striving, development, and maturity result from the close and accurate direction of the University Council, the Party Committee, the Board of Management, as well as the staff’s efforts in upholding self-discipline, learning spirit, internal solidarity, and mutual support in fulfilling assigned tasks.
Staff of the Finance and Accounting Department are responsible for collecting, reflecting, processing, and synthesizing information in a timely and transparent manner regarding granted and sponsored funding sources, as well as the status of fund usage and revenues arising from the University’s operational activities. They reconcile and monitor state budget expenditures quarterly to ensure timely spending according to the annual budget schedule. The Department coordinates with relevant functional units to complete procedures for procuring materials and assets; monitors and handles the loss, damage, or shortage of materials and assets. The periodic and annual settlement, auditing, and inspection processes clearly demonstrate full compliance with the Party and State’s guidelines and policies in financial management.
Staff members uphold a firm ideological stance, consistently implementing the Party’s guidelines, State laws, and the University’s internal regulations. The Trade Union group consistently prioritizes self-study to enhance professional qualifications and adheres to democratic regulations. Monthly meetings are held to disseminate work results and upcoming tasks. The Department values feedback from staff, faculty, and students. Staff training and development are emphasized through regular short-term and long-term training courses on financial management, accounting, and taxation.
Union members actively participate in union activities, cultural and sports movements launched by the University, as well as social and charitable activities. The material and spiritual lives of the Department’s staff are increasingly improved. The Department effectively implements emulation movements, contributing significantly to maintaining internal solidarity. Over the past academic years, the collective staff has remained united and mutually supportive in overcoming difficulties to complete assigned tasks. They actively participate in movements such as “Good Teaching – Good Service,” “Friendly Schools – Active Students,” “Excel in School – Efficient at Home,” “Each teacher is an example of self-study and creativity,” and campaigns following the moral example of Ho Chi Minh. The Department also promptly supports union members in times of hardship and actively participates in “Gratitude” activities and various social charity funds.
Reflecting on these achievements, the Department of Finance and Accounting has received numerous commendations, notably: 02 individuals were awarded Certificates of Merit by the Provincial People’s Committee, and the collective was recognized as an advanced model by the Nghe An Provincial People’s Committee for the 2010–2015 and 2015–2019 periods.
