REGULATIONS On the Functions and Tasks of the Department of Inspection, Testing, and Quality Assurance of Nghe An University (Issued in conjunction with Decision No. 628/QĐ-ĐHNA dated June 27, 2025, by the Rector of Nghe An University)

1. Position and Functions

The Department of Inspection, Testing, and Quality Assurance is a unit under Nghe An University. It functions as an advisory and supporting body to the Rector in managing and executing legal, inspection, and examination work within the Rector’s jurisdiction to ensure compliance with the law, the fulfillment of the University’s tasks, and the protection of the interests of the State, as well as the legitimate rights and interests of organizations and individuals in the field of education and training. The Department is responsible for organizing examinations, assessments of the training process, and ensuring the quality of education and training within the University according to the general regulations of the Ministry of Education and Training.

2. Tasks and Powers

2.1. Inspection Work a) Develop management documents related to the University’s inspection and examination work. b) Inspect and examine the implementation of education policies and laws; develop and implement the inspection plan for each academic year. c) Inspect and examine teaching, learning, and examination activities; advise and propose measures to the Board of Management to improve management and handle violations (if any). d) Lead and organize inspection and examination activities under the Rector’s direction, covering the implementation of educational goals, plans, curricula, content, methods, training regulations, exam regulations, degree/certificate issuance, enrollment management, financial and asset management, science and technology, personnel organization, and conditions ensuring training quality. e) Handle citizen reception, resolve complaints and denunciations in the field of education within the University as prescribed by law. f) Act as the focal point to advise the Rector and the Anti-Corruption Steering Committee in organizing activities to prevent and combat corruption. g) Prepare reports on anti-corruption, inspection work; propose measures to ensure enforcement of educational law; propose amendments and supplements to legal regulations on education and training. h) Coordinate with other units to monitor the handling of post-inspection conclusions. i) Coordinate with the Party Inspection Committee and the People’s Inspection Board on matters related to Party and People’s inspection.

2.2. Legal Affairs a) Lead or coordinate with other units to draft statutes, internal rules, regulations, and processes related to legal work and University management for the Rector’s approval. b) Provide legal counsel to the Rector; protect the legitimate rights and interests of the University, its units, staff, employees, and learners. c) Help the Rector prepare feedback on drafts of legal normative documents sent by other agencies; propose amendments or issuance of legal documents to competent authorities. d) Act as the focal point for grassroots democracy implementation and annual or ad hoc reporting. e) Provide legal opinions on documents drafted by other units before submission to the Rector. f) Organize legal propaganda, dissemination, and education; ensure compliance with regulations for staff, employees, and learners. g) Monitor and inspect the implementation of legal documents and University directives. h) Propose measures to prevent and remedy violations of laws, rules, and regulations. i) Report on legal work status to education management agencies and the Rector. k) Monitor and supervise the implementation of legal education and awareness-raising activities.

2.3. Testing Work a) Act as the focal point for implementing testing work according to the guidelines of the Ministry of Education and Training and Nghe An University. b) Guide, monitor, and inspect the implementation of documents related to testing work across all units. c) Propose forms and methods for testing and evaluating learner outcomes. d) Lead and coordinate with Faculties and Departments to create, update, manage, and use the University’s Question Bank for all training levels. e) Organize examinations, grading, manage exam papers, and enter exam results for admissions and graduation exams into the University’s grading system. f) Lead and coordinate with Faculties and relevant units to organize exam reviews and resolve issues related to pre- and post-examination processes for students. g) Manage, archive, and ensure the security of exam questions, answer papers, and grades. h) Research and propose solutions to modernize and internationalize testing and examination methods.

2.4. Quality Assurance Work a) Implement policies and regulations to ensure educational quality. b) Develop internal quality assurance plans and organize periodic self-assessments and quality accreditation registrations domestically and internationally. c) Act as the focal point to collect documents and evidence for self-assessment; compile quality assurance dossiers and update the annual quality accreditation database. d) Organize surveys among stakeholders regarding University activities. e) Monitor and inspect the implementation of quality assurance-related documents. f) Advise and plan quality assurance activities; collaborate with other universities to exchange information and experience. g) Implement quality assurance tasks authorized by the University and the Ministry of Education and Training. h) Organize training and professional development courses on higher education quality assurance for faculty and specialists. i) Prepare statistical reports on quality assurance as required. k) Prepare annual public reports for all units; report to the Ministry of Education and Training and publish on the website as required. l) Manage and protect assets and equipment provided by the University; comply with financial regulations. m) Perform clerical and archival work for the Department. n) Perform other tasks assigned by the Rector.
