1. Functions and Tasks

1.1. Functions:

  • Act as an advisory body to the Rector regarding: Development of training programs and management of teaching/learning activities.

  • Develop strategies for the development of training activities within the University.

  • Develop training programs at all levels within the University.

  • Inspect and supervise the quality of teaching by lecturers and learning by students/trainees.

  • Update, provide information, and provide guidance on implementing management documents and verifying training activities at all levels.

  • Publicize the University’s training activities in accordance with current regulations.

  • Manage degrees and certificates in compliance with State regulations.

1.2. Tasks:

  • Building plans and training programs, and opening new majors:

    • Preside over the development of training plans, content, programs, detailed course outlines, and lectures for undergraduate programs.

    • Establish training schedules by academic year and course for the whole University, and set up semester timetables for training majors.

    • Develop plans and propose annual enrollment quotas for training majors.

    • Preside over the development of internship and graduation project plans.

    • Coordinate with Faculties to build proposals for opening new majors to meet practical needs and act as the focal point for submitting applications for new majors to the Ministry of Education and Training.

    • Preside over proposing solutions for innovating teaching-learning methods and accessing advanced training methods to further improve training quality.

  • Organizing and managing teaching activities:

    • Inspect lecturers’ teaching activities regarding content and schedules according to the plan for each course, and check lecture preparation.

    • Coordinate with relevant units to calculate and confirm standard teaching hours, overtime, and teaching hour deficits for lecturers to implement payment policies according to regulations.

    • Manage and inspect the implementation of teaching, experimental practice, and internship plans.

    • Preside over proposing payment for exam invigilation, grading (if applicable), and teaching fees for visiting lecturers.

    • Coordinate with faculties to develop domestic and international joint training programs.

  • Organizing and managing learning:

    • Review and inspect curricula, frameworks, materials, and textbooks for managed training systems.

    • Develop regulations, procedures, and forms related to training work.

    • Coordinate with relevant units to build and implement training plans for courses, academic years, and semesters for training and fostering majors.

    • Appraise and confirm the teaching quotas for lecturers and teachers.

    • Preside over training and disseminating regulations, plans, and programs for learning, examinations, and assessments for learners; coordinate with academic advisors to process routine academic affairs.

    • Coordinate in inspecting and managing learners’ academic results.

    • Preside over organizing reviews for continued study, withdrawal, second majors, graduation theses, projects, and graduation recognition for students/trainees.

    • Coordinate with relevant units to inspect the necessary and sufficient conditions for graduation.

    • Organize academic reviews and graduation reviews according to current regulations.

    • Organize the recognition of short-term training course completion.

    • Preside over opening ceremonies, closing ceremonies, and degree awarding for students.

  • Issuing degrees, certificates, and certifications:

    • Prepare dossiers for receiving and using degree/certificate blanks.

    • Print and issue degrees, certificates, certifications, and transcripts for each stage and the entire course.

    • Verify information regarding issued degrees and certificates.

  • Statistics and Archiving:

    • Archive training-related records in accordance with regulations.

    • Prepare statistical reports related to training to serve reporting and quality accreditation.
